    What is it that you don't get? It seems pretty explicit to me.

    Unless you have written permission from Google you can't resell the service.

      I'm not re-selling their service. I mean wouldn't that be like "Open a blogger account For $97"?

      When I am selling a blog I transfer the account to someone else. So, that person already has access to the service beforehand.

    You're splitting that hair too thin...

    If you have a blog on their site you are using their service. If you sell
    admin control of that blog to someone else you are selling their service.

    Look at (b) in the TOS you posted... use of the Service and (c) access
    to the Service.
