Recommending offshore VPS

When compared to the prices of onshore VPS, offshore VPS (hosted in Korea etc.) seems to be lot cheaper. Has anybody tried offshore VPS, and have any feedback about uptime, service support level,QoS etc?

I would stay in the states, easier to get things done.
