ezine: "to", "the", "for" count in anchor text

ezine limits keywords to 3. Do the above "the", "to", "with", etc... count in that three? If so, very limiting.

As far as ezine policy is concerned re: resource box anchors:
in: "go to los angles"
is this four words (not allowed) or three words (allowed). I am focusing on "to" being considered a "word" or not.
