Yes, the Warrior Forum section were you can find people to outsource to is: Warriors For Hire

I have only really outsourced to people from India and I have had good results so far. The best method is to try a few people out or try people that have large and active threads in the Warrior Forum for Hire.

Odesk is excellent, I've just ran an 8 week experiment using odesk to get loads of tasks completed and pretty much every site i used is earning way more than it was before I started. some that were on 50cents a day adsense have had $10 days (and no they weren't hired to click ads!!) clickbank sites that made 1 or 2 sales a month had sales on 5 consecutive days.

I found really good quality workers on there and out of the 14 people I hired only 1 was fired.

I've done a fair bit on Scriptlance. Really low rates, but some of the providers are correspondingly "lower-end."

I've also used GetAFreelancer, which is a little more "upscale".

Elance is probably the highest-end. Great functionality, and probably the best if your projects are large (over $1000).

I think much of it depends on what type of work you want to outsource. Either way, although I don't see it mentioned here very often, you may want to take a look at rent-a-coder. The name is a little misleading as the site caters for just about everything. I used to bid on writing jobs there although I don't anymore because I'm writing full time for another site, but I do still snap up the occasional English to Thai or Thai to English translation job.

Having said that, you'll no doubt be able to find someone here on the forums who's based in the country of your choice. Also, don't forget there are many people from the US, Europe and etc who live abroad in developing countries, myself included, and who will also be willing to work for similar money. In case anyone is wandering......no I don't freelance anymore.

No, I can't agree with this as I had a very bad experience with more than one indian provider..

Bad communication, greed, the work never done as you want, and finally you'll be treated badly by them if you raise your voice a little...

Stay with Philippines, they are very good

I had serious difficulties finding a good provider in India. They are probably there, but I don't know how to find them.

Those, I tried, always presented a serious difficulty working with: substandard performance, poor communications, a lot of self-esteem and not so much substance to support it. I tried several areas including writing and graphic design, both with the same result. I also managed outsourced software development teams in India - and the amount of babysitting is overwhelming.
