Can Anyone recommend a reputable company for double opt in email lists?

Looking for a reputable company that offers targeted email lists that are double opt in and will also send out your message.

Google Search: double opt in email list broker

I'm not recommending any because they're hit and miss; and I doubt anyone will recommend one if they actually have a company thats giving them good returns (they'd just be adding competition)
