can you start an affiliate marketing program, how can I do this, how much does it cost?

let me clarify. can I take any online merchant and hook them up with cj.com or paydotcom.com and get a commission of sales generated by affiliates?

OR can I create an affiliate program of my own for that merchant?

You got it all wrong...

Affiliate marketing = YOU are an affiliate of a merchant (or more merchants) and you drive traffic to their product and you get your commission after they make the sale

No, you don't "hook up" the merchants with paydotcom or any other similar program. They can sign up - if they want affiliates at all... and then you can sign up with them as their affiliate and make money.
If I have a product and I am selling it, why would I need you to "hook me up" with paydotcom?

Again: affiliate marketing and an affiliate program are two very, very different things.
Spend some times reading on the forum, using search engines until you learn the basics.

The very first thing to do in order to get a meaningful answer - to ask a question that makes sense.

The Pension Guy is right.

You are not the one that starts an affiliate program - the merchant has to do it. TONS of merchants already have affiliate programs set up. You as the affiliate sign up to promote the merchant's products and there is no charge to you.
