How critical are site updates with respect to crawling and as a result, SERP rankings?

I would guess site updates when regularly made are being noticed by the search engines but that cannot be an indicator content quality. Static content can still be good. It is a supplemental factor. not a fixed part of the formula.

The frequency of site updates might not affect SERP rankings, but it might affect the frequency of a site being crawled by search engine bots.

Frequency of updated content definitely increases crawl frequency by spiders, but does that result in improved rankings (given that the content is unique, bounce rate isn't too high, etc, etc)?
