Developer Wordpress Themes

I'm interested in doing two things.

1. Building blogs with custom graphics and content and flipping them.

2. Designing blogs with custom graphics.

Do I need a developers license? or is a developers license just for people who want to create custom themes and resell the themes.

Does anyone know where I can get wordpress themes that I can legally completely edit and use for flipping and custom blogs for individuals and businesses.

    Buy some WP themes with reseller license or PLR. Change them with your graphics etc and make new themes. For this I think you don't need developer license rights.

      I found some nice Wordpress themes with full PLR so I'm going to go with these as the base for my customized blogs.
