I am intersetd in the layout of this website and have an idea for a website in another niche. can someone tell me of a software script that functions kinda like this website or do you think it was custom coded??

And also what do you think it would cost to have a website like this created if you had to outsource it(From what it was cost for someone to do it in the USA to cheaper places like Inida)???
