Have any of you ever had this problem?

When I try to open a .exe file that is online, like a game or skype, voice program, it tells me it cannot access the specified path, file, and so on because I do not have the permissions for it? I do not have any accounts on the computers, it's a general generic one with no password, and there is no admin one made. I tried google, and tried doing the steps microsoft told me in the help section, I don't use IE so it's not security or anything I don't know what to do. If anyone has come across this problem and solved it, please give some tips, i'm running XP SP2.
