RSS Submission, how often?

I am kinda confused. Some people say do it once and then forget it, some other people say do it every day.

How often I should do it?

You should only do it once for each of your sites. That is how RSS works. You submit the feed URL so when you update your website, your feed is also updated. You don't need to resubmit it with every change you make. It won't make a change at all.
