Bulk E-Mail as Markeing Tool?

I'm looking into how to use bulk e-mail as a marketing tool. I've ''harvested'' e-mail addresses from the Internet and now I'm looking for a reliable bulk e-mail delivery engine to send them for me and wondered if anyone knew of a good one going cheap?

Also, I wonder about the legality of this very process as what I can find on this aspect is vague and contradictory.

Any help/advice will be most welcome.

Any promotion of spamming is forbidden in this forum. I suggest you start another thread looking for other ways to get your traffic.
