Ezinearticles and Local Search Terms

Can you use a local search term in your article title for ezinearticles?

I think I read a post or report some time ago that said this was not allowed.I can't remember where I read it and didn't find any info with the searches I used.

If this is true,do you just use the term for your anchor text in the bio box?

For example: Title- How To Find A Local Rat Catcher

Then in the anchor text: New York Rat Catcher

Are there any popular article directories that do allow you to use a city name in the title?
