Website for acceptance to CPA network

Hi,

I'm a totally newbie and have done a lot of reading on cpa marketing. Can someone please tell me how to or go to to create a website which is going to be acceptable by the cpa networks.

1. Got hosting? If not get paid hosting.
2. buy a domain
3. Setup the domain with a wordpress blog and write some articles to post.
4. After 3 or 4 articles apply for CPA network.
5. Make Millions!

Well four out of five isn't bad!
