You need some royalty free music if you plan to do that

Mark lyford has a cheap WSO for this.

There are tons of royalty-free music web sites. I have used many web sites to get the right music I want for my videos.

Yes, you need permission or like brad said "royalty free" music. You can also get lots of good and free music in the "public domain" and "open source". A great place to start your search is Archive.org

With Youtube you can use music they have available on their site. I noticed this a few weeks ago when I went back to re-upload a video. It just makes a little link at the bottom of your video with the music artist title etc.

You'll have to get permission from the publisher of the music -
if it's a small-time band you can probably get permission directly
from them, but if the music is at all well known you'll probably
have to pay for the rights unless you can offer the artist
a compelling vision of how your use of their music will further
    their goals.

YouTube will boot your ass if you use copyrighted music
    without permission.

If it's a big name song, you can usually negotiate what's called a sync license through BMI, ASCAP, or SESAC. Run some searches and check their web sites.

A good royalty free library is at stock music boutique.
The library is still quite small but the quality is much higher than other sites.
