where can I hire someone for website creation?

I need a simple 10 page website created with an auto-responder setup. Where can I hire someone to do this for relatively cheap...around $100?

Another idea: find a php guy who speaks english on craigslist in the phillipines.

You can also try elance if all the above doesn't work out.

Like shaddai says, look toward the Eastern block for your designers if you want a cheaper price.

I'm testing someone out on Odesk right now. Nice to give the work to Warriors first if possible though.
