Recruiting Experienced Affiliates? (Outside of a Network)

Do you guys recommend any ways we can recruit some strong affiliates?

We've just set up a solid new Free Trial CPA offer. But we need to run it on our own affiliate program until we have enough start-up capital to get on a large network.

We will also be setting up a tiered commission so that people can get referral commissions if they refer some strong affiliates.
