How to increase my website traffic without the long waiting list?

I created a website that has up to 250 hits but the only problem I have is the low traffic. My site contain a homework helper and a link to ACT and SAT college test also to help find scholarships. How do I create traffic on a broader scale without being on the google, yahoo and MSN waiting list to be part of there search engine?

I feel the fastest way is community traffic. They come and go in swarms.

Hire some people to hand out fliers/cards for your site at places high school kids hang out.

Article marketing perhaps - it may take a while (you'd get stuck in the editorial clearing list instead) but it pays off.
