Markethealth - Would I have to submit my tax info?

I am a member of Markethealth.com but I still can't understand what they mean with this statement:
"You are required to enter a Federal Tax ID or Social Security Number upon registration. Market Health Partners Program will register a 1099 for all U.S. domestic entities or a 1042-s for all foreign entities to whom we issue combined yearly payments of $600.00 or more."
I love outside the US, does that mean that I don't have to submit the tax info? What about this $600 thing, what does it mean?
