Outsource Website Creation

A client of mine wants to have a florist website.I asked Odesk if it's ok if i post a job just to get an idea how much it will cost and pass the decision making to my client.Client might not agree with the price,design,...odesk discouraged me to post projects with the intend of not hiring saying my account might get effected.
I was wondering if there are other outsourcing sites where i can post a project without accepting any offers (my intention is to hire but depends on my client).

    Well, there is a Warrior for Hire section here. It cost to post an ad, or you can look for web designers there and contact a few of them directly. Also, DP has a section for services.

    I would also suggest going with the Warriors for Hire section here. Whilst there may be a few fly by nighters in there, if you find someone that has been around here a while and has a good list of feedback, you can feel pretty safe dealing with them.

    Plus, people state their prices up front, and there are some amazing rates for some top notch work in there.

    I've used rentacoder for hundreds of sites and would highly recommend it, be weary of newbies and overly cheap bids. I post projects sometimes just to get a rough idea on how much it would cost, then if the client wants to proceed just extend the same bid request that way it doesn't count against you. Also be sure to add in enough extra to cover additional changes though which always comes up and of course your cut.
