Wordpress - Very Top Index Page?

Is it possible to edit the very top "index" page of a Wordpress blog?

It seems that the index page that you can access through the Dashboard is still not the main index page that you see if you call up your Wordpress blog and then do a "View Source" to view the actual source code of the main page. I can't find this file anywhere to edit and I'm just wondering how you add Keywords and Description tags like a regular index page of a web site has.

Do you not need to worry about Keyword and Description tags in the top level Wordpress page for SEO reasons?

New to Wordpress and still going through the structure to figure out how it is and isn't like a normal web site.

Thanks!

    Hi Andy,

WordPress uses the index page to call the other elements into the site. What you see when you 'view source' is the compiled page - which doesn't actually exist, it is created 'on the fly' with PHP.

The best solution for SEO would probably be an SEO plugin.

I don't keep a list of the various plugins, but I'm sure some other WordPress users can give you some recommendations.

    Kindest regards,
    Karl.

That sort of thing is usually added in header.php
Robert Plank made a blog post on the sort of thing you should
    be adding to your blog:

The main layout of the page is in style.css
