Is the buyer PayPal verified?

1. How to I know if someone is PayPal verified?
2. Can I force PayPal to sell my products only to PayPal verified buyers?
3. Is it possible that a verified buyer to try to cheat me and I can't do anything about?
For instance, I sell a domain name, registered with GoDaddy. The buyer reverse the payment after he gets the domain. Does it make any difference if the buyer was PayPal verified?

    Go into your paypal account and click on profile and then Payment Receiving Preferences in the Selling Preferences column. You can refuse all payments without a verified address.
