Why Is Adwords Saying this?

I set up a content campaign in google and ONLY want it to show for content. But my ads wont show. This is the status they give me.

NO This campaign is set to show ads only on the content network. To test this keyword, your campaign must be opted in to the search network.

can anyone tell me what im doing wrong and how to get my ads to show just for content network?

I think it's telling you that the campaign must first be initiated into the search network (with or without content) and then can be opted into content only if you choose. I may be wrong :\

Are you sure that the current search is opted in under settings? You might have unchecked both by accident.

i dont want search opted in. I ONLY want the ad to run on the content network. That is the weird thing. So i have search off and content on.

    You aren't doing anything wrong.
Content Network ads need to be approved before they become active.
    This may take a week.
