Hello,
i'm learning about link wheel and found i have to build several 'hub' site contains with articles before pointing to my money site.

i'm thinking about build those 'satellites' over free hosting provider (but i use .com domain) or low cost provider ($1-$2/month)...

i would like to know if..
- it will hurts my money site ?
- google will less-value my site because using low cost provider
- my ip mostly block by most search engine ?

No it won't hurt pagerank. As long as the server loads fast and it's uptime is good.
Generally the less you pay, the crappier it will be.

I agree that the biggest things to worry about are uptime and response time. Some cheap hosting companies claim 99.9% uptime, but in the details, you may or may not get it, and your remedy if your site only ends up with 90% uptime might be a few bucks back from the hosting company, which would be much worse to get than the search engine rankings you want in the first place.

Personally I've been using a $36/year hosting plan for a while that I really like, but I have relatively low volumes of traffic.

I would recommend investing in a medium range host.

For only $4 - $11 per month, you can get a hosting account with BlueHost, HostGator, or some other reputable company.

Not only will you have better quality customer service and more options, but you will also not have to worry much about any IP, page load time, or server crash problems.

Please let me know if this helps!

My advice is don't cheap-out on your hosting. Hostgator or D9 are both excellent and you can get excellent hosting, service, and tech support for about $9 a month.

You're running a business here. Treat it like a legitimate business and it will take care of you long-term.
