Help Me Solve This Backllink Case

Question no 1

I have this case...

Website A

I did a reciprocal link with other blogs and they placed my web link on the home page which means that I will get backlinks as many as webpages in their websites.

So if there were 2 websites and each website has 10 pages, it means that website A will get 20 backlinks from 2 websites.

Website B

I did a backlinks campaign using forums profiles and blog commenting to 20 different websites (different IP's) and earned 20 backlinks respectively.

Condition:
The websites that have my links for website A and B have the same PR.

Question:
Could you please tell me which website has the best SERP ? A or B?

Question no 2

Did Google treat backlinks using a keyword hyperlink text ex <a href="http://www.bluewidgetwebsite.com">Blue widget</a> the same as hyperlink uses any kind of word ex <a href="http://www.bluewidgetwebsite.com">No Kw</a>?

I mean is 20 backlinks with "blue widget" hyperlink text get the same SERP as 20 backlinks with "any word" hyperlink text to a bluwidget website?
