...to create custom themes and templates for your Wordpress blog? I have been looking at some paid and free solutions, but am not sure what is the best to create a custom theme for my new blog. Can anyone here give me their suggestions and opinions?

I am new to Wordpress and blogging, and I am wanting to create a blog for a niche I have decided to work. I have created static html pages etc, but this Wordpress thing is all new to me. Thanks ahead of time for your help!

I use Artisteer to create custom themes. You can get
some pretty decent designs using it.

Do you have the home and academic version or the standard? I looked at artisteer and it looks like possibly a good program to use.

If you're only doing Wordpress/Blogger/XHTML/CSS then the home and academic version is sufficient.

So you are saying you are paying extra for being able to create stuff for Joomla, Drupal, DotnetNuke etc?

No. I'm saying why pay more for stuff you don't need.

You do get more options with the standard edition for Wordpress.

You can control things a bit more such as width. Pixel by pixel and make the themes wider if you want. They have more detailed option windows.

If its new to you, you might be best to buy a paid theme from like woo themes. As they have lots of things you can change easily.

Then pay someone to make some design changes

Not trying to dampen your spirits but have you considered using free templates. There are loads of them scattered all around the web. Worth a google you may find something of interest.
