Credit Card service with upgrade/downgrade features for subscriptions?

Does anyone know if any of the CC/payment services have features that allow the management of subscription levels? I'd like our members to be able to upgrade or downgrade their subscription. I would prefer not to collection credit card information directly on our site for liability reasons. And, I would prefer to avoid having to write all the account management and integration code involved with upgrading and downgrading subscription levels like with Paypal's recurring payment features.

I know I can buy software like amember, but I'm pretty sure they store the credit card information locally, unless I'm mistaken?
