Confusion about Global Search Volume and Local Search Volume

I'm doing keyword research with the google adwords free tool. I'm confused as to category to base my results on. Specifically, the keyword that I'm targeting has "not enough data" in MANY of the local search volume words but several thousand in the global search volume. Which one should I be concerned with?
