Google country specific result

How do you emulate what other countries results will be?
If I search from Google and search "pages from Australia", I get only the Australian sites, but if from the same google search page (.com.au) I search "the web" I still get Australian websites at the top of most of my search results.
And does anyone have any good information on why how this happens?

    Google GEO targets your results- so that you are given the most "relevant info". It is a bit of a pain. If you use google.com instead of google.com.au it helps :-)

    Yeah its weird.
    Even if I log out of google, delete cookies, use a private proxy and got google.com it favors Australian results.
