Is there an effective way to find SMALL or low traffic websites to place image ads on to test them?

I'm looking for a good way to find SMALL or low traffic websites that are eager to expand. Is there a good way to find specific niche sites like this??

Lots of people recommend quantcast etc but they emphasize the LARGEST sites. I am looking for the smaller ones..

    I have found, doing research with adbrite, then contacting the webmaster personally works best. Cost efficient, gives you a foot in the door of media buys, and you'll learn what works.

    I guess you can always request it here on Warrior Forum...I'm sure there would lots of people with a couple website lying around doing nothing that they would be glad to help you experiment with.
