Paypal Payments to India?

Anybody else having problems sending payments to Paypal?

I've just had my last 2 payments to Indian outsourcers returned to me and an email from Paypal stating:

"We returned the payment to you because we have stopped allowing personal payments to be sent to or from India."

Is this happening to everybody and if so does anybody know of another alternative to paypal so that I can send payments to India.

    Paypal has stopped or rather removed the option of sending payments through personal payments in India. The move was made to stop large number of personal payment transactions that flowed in to avoid paypal fees. So I guess, you will have to send in the payments again and paypal fees would be deducted from the amount.

      I'm not sure what you mean?

      All I did was send the payment as normal and it was refunded, would they not have taken their cut from the payment sent as per normal?

    As far as I remember (the last time I used a personal account was a LONG time ago) they don't charge any fee on payments to personal accounts. So what people were doing were setting up personal accounts, using them for business purposes and avoiding the 3% or whatever PP normally charge. Which is why they've made this change.

    Most of the personal users that are using their accounts for business will have to upgrade to Premier which is pretty quick. Once that's done you can send and receive as normal.

      I am a premier customer and all my payments have been reversed. Even those I made to the warrior forum. Why is that?

      Do you know when this is going to be sorted out? What is the way out of this?

    1. Are you using a personal, premier or business account?

    2. From your post, I collect that you were paying directly to the outsourcer, In which case they'll deduct their normal 4 percent.

    I am a premier customer and all my payments have been reversed. Even those I made to the warrior forum. Why is that?

    Do you know when this is going to be sorted out? What is the way out of this?
    Where are you located? India or in some other country...

    Also, when you say that "all my payments have been reversed", do you mean even the one's that you used to purchase a WSO? OR only the one's that you used to pay Indian warriors?

      I am In India currently. All payments made by a few of my clients and some payments from some sources that pay for links on my blog have been reversed. Also, the payment I made to WF for "warriors for hire"thing got reversed back to me. Paypal isn't allowing me to send money out too.

            One thing which is not clear that did you verified your paypal account with your credit card or not? Because paypal restrict any non-verified account to done only 5 transactions in one year.

            As far as your reversal concerned I think it will happen because you did not verify your account.

            Other options can be moneybooker....

    This occurs when you trying to send payments as "personal" (no charges for PP ). That is where issue arises. If you are sending payments in a normal manner, that's fine. Paypal has blocked personal payment transactions in India. They may have noticed a potential misuse of that opportunity.

    I had a payment reversed back to me yesterday when trying to pay a web designer in India.

    In order for them to receive it I had to re-send by:

    (a) clicking the Send Money tab, (b) selecting "Goods," and (c) providing a shipping address.

    It appears paypal only have an issue with "personal" payments being sent to India.

    The problem seems to be happening to every one around in India recv. payments as personal or goods mode. Paypal must really tighten up their screws and start reacting fast, there is a high chance of losing its customers to competitors such as moneybookers.

    3 of my payments were reversed back in last 2 days, since I know them pretty well, its not a big issue for me at the moment, if it was the other case then I might be screaming every where about my loss of funds

    It happened to me also today. Paypal reversed the payment I made. It was the first time something like this happened. I didn't even know that the payment was going to someone in India. I just hired someone to do a small job for me. I feel sorry for the person I hired but there isn't much I can do.

      My paypal account is having negative balance. Paypal reversed 2 payments those sent as affiliate commissions. I think Paypal considering mass payment to affiliates as personal payment.

      This is not encouraging for affiliates in india. It seems like paypal has some technical issues in their system. Hopefully they will correct it as early as possible.

        It is happening to everyone in India, including me. I had a few hundred dollars reversed that I could get hold on once more, and I am waiting for another couple of hundred dollars to come in via Paypal that has got reversed already.

        There have been huge discussions across multiple forums on this. I am surpsied though that India is a target of this. The reason being - the payments that I had received in each of these cases came from the USA. My account being a premier one (my wife's account actually, but that is where I always receive and pay from) I would always receive as a business person. So it is the senders who must have been in "personal" category (I highly doubt that though). But if that is the case, any payment that they make to anyone else too would have to be cancelled, why only the ones made to us in India?

        By the above, the logic of "personal payments made to India" falls apart for practical scenarios.

        And by the way, Paypal has been unprofessional in reverting all the money without any notice - they are happily sending out even advertisements but could not show the minimum courtsey of sending such notification. Also, in my opinion, stopping future payments is at one level, but rolling back past payments and transactions stinks a lot more.

      I have a premier account and one of my clients was unable to transfer the payment to me but when he sent them a mail saying

      I am trying to send money to someone but I am getting an error that says
      that my transaction limit has been reached and that I must check my View
      Limits in the Accounts Overview page.


      Their response was :-

      Also, when a payment is
      blocked, it is merely an indication that the individual transaction fits
      a pattern that is out of the ordinary and observed in the past to have a
      high risk of failure. We are in no way insinuating that there is a
      problem with the funding source being denied and this is in no way a
      judgment of you or your credit worthiness.


      He then calls them up and he gets the response saying "My Email id is deemed Unsafe"

      I call them up now and apparently there is some issue India-wide where personal payments are getting reversed all over and this particular issue doesn't have anything to do with your account or the validity of your account but some issue between Paypal and the Banks. They don't have a timeline on this and asked to call back on Monday to check up on the progress.

      My question is, Is there any workaround to this currently?

        For those wanting to send payments to India, you can probably do this (Please check with Paypal first):

        (a) click the Send Money tab,
        (b) select "Goods," and
        (c) provide a shipping address.

        It will incur a charge of 2.9%+$.30 (IIRC). This is what paypal emailed some of the users when their funds were reversed.

        In a worse situation are those (me included) who tried to withdraw paypal funds to their bank accounts. My paypal account shows transaction completed but my bank a/c still hasn't received the money. And paypal has not even reversed the transaction. They don't even have a timeline to resolve this.

        I am just wondering why paypal didn't alert their Indian users/customers in advance.

        We can still ask Paypal to issue a cheque right?

        Last I checked my bank account was showing up in the withdraw funds option is still available..

        I also noticed that the Personal payment option in send money is gone altogether, we have no option but to send money by using three options: goods, services, and ebay items.

        I think I'll call Paypal tomorrow and clarify the issue with them..

          They have mentioned that for the time being Indian people cannot withdraw funds to their bank accounts and the issue will be resolved soon.. Checks should be fine but you can clarify this when you call them... Till the issue is resolved all we can do is keep our fingers crossed and hope for he best..

      I think currently they are only allowing payments for "Goods"... It is best to create Buy button for the amount that you are expecting and use the goods option... This way the payments won't be reversed if your buyers choose services by mistake while sending you payment... You must also ask your customers to add shipping address while sending you payments..

        see money in their banks, Paypal has reversed the funds back to our Paypal
        accounts.

        In case any one is wondering, yes, they have made some deductions (8%-10%)
        while reversing the transaction; presumably currency conversion charge again.

        Sigh...

        Edit: Forgot to add, its not a good idea to withdraw funds to your bank account again
        till Paypal makes an announcement about it.

          Yes, i submitted $1168 request and i received only $1068, funny they are charging conversion fee on amount which was never credited to my bank account. how can they , when money was never converted to INR where from question of INR to USD conversion comes, 100% CHEAT. they have found a way to make money from their OWN mistakes.

              Okay, another update.

              I just received a reply from paypal on my query on the currency conversion deduction made during reversing the bank transaction.

              The currency conversion difference as a result of the reversed
              withdrawal will be credited to the PayPal account in 24 - 72 hours.

    Well if they are starting something like this then i have to charge my clients using 2checkout or Alertpay/Google checkout now. Really a bad move to lose customers (in any worst case scenario on their part).

    The regulators recently let PayPal know about revised licensing rules that we are now actively engaged in securing. Personal payments to and from India will be suspended for at least a few months until we fully resolve the questions from the Indian regulators.

        It happened to me too. I am just looking forward for this issue to be sorted out. I wonder when that's going to be. But then, it occurred to me that we are indeed vulnerable, aren't we?

        I decided to go the e-commerce way, full-steam ahead. I will set-up an e-commerce enabled website and also an invoicing system for my individual clients.

    It sounds to me like a lot of people are using the Personal payments, which circumvent the Paypal fees. I would reverse it too if I were Paypal. They are in business to make money and if you are using their service for business purposes and not paying the fee, what would you expect them to do?

      You're right on one point but paypal did lot more than that.

      I'm publisher of infolinks and got my payments reversed, why is that ? I never asked infolinks to pay as personal payments. Like me many other publishers on popular services (be it kontera, infolinks, elance, etc) never asked those services to pay as personal payment,they just wanted the money for their work. But even these type of payments got reversed. They were sleeping when they noticed mass personal payments(without fees) ? And just cause of some account issues they're going to bar service for whole country ? Is this how business is operated ? Let's admit it paypal has lot of flaws and instead of accepting that they are taking advantage of "convenience",charging us and kicking us whensoever they want. Today they sued indian accounts, tomorrow will be some another country with vague excuses.

          Not true, Kay. Its JUST the personal payments that are affected. Commercial payments
          can still be sent using the Send Money-Goods-Shipping Address option. Bank withdrawals
          too are being resumed in a few days.

      Absolutely, if someone is trying to circumvent the fees, they ought to take action. But that's not why they stopped payments. They stopped because there is an issue between Paypal and India's Central bank(RBI) wherein RBI wants Paypal to comply to some kind of regulations to stop money laundering, for quite some time. Paypal made a knee jerk reaction with stopping all personal payments irrespective of the fact that a lot of them come from freelancing sites which are clearly not personal payments.

      While I understand that its a business decision, Paypal simply screwed us and themselves to an extent (by losing a lot of business to their competitors) by not bothering to announce this decision in advance. They simply waited for people to see their payments reversed and then informing when it was queried thru their helpdesk. Also, they never notified that bank withdrawals too would be stalled for some time (by this time, people had already used the withdrawal transaction only to see no money reaching their bank)

      Consequently, there are sellers (think Ebay India) who got their payments reversed after they shipped the items. How much, do you think, are the customers inclined to pay after receiving the items. Same goes for service providers.

      Ironically, all this while, Paypal kept sending notifications of their latest advertisements.

    It is the India regulators that are responsible for the problem. Not PayPal directly. This is addressed on the Official PayPal Blog under the number 1 question. It also address each and every one of the question I have seen raised here.

    I do agree if PayPal did not send a prior notification, that was bad customer support on their part. But then again, the India Banking regulators may not have
    given them any notice. Perhaps, you should ask your India Banking regulators and your banks why they didn't give you prior notice.

    However, if you were avoiding the fees, by using a personal account to run your business, get over it. It is your responsibility to read the terms of service of PayPal and to comply with them.

    Paypal is running worries in many of minds,First it stopped personal payments from and to India,later it totally blocked it.According to some source the problem will be solved in few days and everything will be set except the personal payments.Nearly 50% users of paypal are from India i think.
    Even i am one of those who is waiting for this problem to be solved,and good relief is that i got my money back into paypal after 1 week after transferring it to local bank.
    Also heard that some changes were made in its rules and regulations.

      I do agree if PayPal did not send a prior notification, that was bad customer support on their part. But then again, the India Banking regulators may not have given them any notice. Perhaps, you should ask your India Banking regulators and your banks why they didn't give you prior notice.
      The Reserve Bank of India had given prior notification to Paypal and other such companies. Paypal simply failed to comply to the regulations. But yeah, I agree both the entities could have resolved this much better.

      However, if you were avoiding the fees, by using a personal account to run your business, get over it. It is your responsibility to read the terms of service of PayPal and to comply with them.

      Ken, simply ask your Indian clients to pay using Send Money-Goods-Shipping Address option (if I read you correctly). This should work, but you can check with Paypal to confirm. Only personal payments to/from India have been blocked

      India constitutes a very small business for Paypal yet. Their biggest business from the Asia-Pacific region is from Australia.

    I have software guys in india I pay and they have bought up this topic.

    I am not so sure but? But india has a very weird set of laws and ways of doing busienss, when we travelled there in 2008 I must say it is a very weird place. Lots of high class, but then lower class right beside them....lol.
