CPM to CPL break even?

New to the forums, thanks upfront for all the cool info in here. So "this" is where all of you are hanging out.
I've been in the ad business for around 2 years, from the publishing side. After working a desk job and seeing CPL folks come in, make bank, and split, and then asking them how much they were making it was a slam dunk.
So I'm starting out fresh, and still reading. Learning.
First question. I can have access to 1,000,000 impressions per day at a $2 - $3 CPM on a site that averages a .23 - .46 CTR. How do I go about finding the CPL deals that will work in this environment? If its just testing testing wash repeat, then fine. But I would think there is a more efficient way other than buring through te$t budgets?
