What are the rules for sending PM's here?

I have only responded to others through a PM, I have never met the first foray. However, while looking at a few WSOs that fall within my niche, I wondered if it's considered kosher for someone to send a PM to a person who bought a related product.
For instance, if someone bought a fitness e-book and I wanted to tell them about some articles I wrote in the fitness niche, could I PM to determine their possible interest? And no, I don't me spam people at random. But what if I wanted to contact about 20-30 people who might be interested in my offer? Would that get me banned or reprimanded?

    If you PM people trying to promote your own product, chance are you will be issued infractions and possibly banned.

    If people ask you for more information in a post, that would be different.

    If you want to advertise your own product/services then you need to pay for your own WSO (or classified) and not leach off of other people's ads.

    Since you are foreseeing 20 to 30 people then
    you really need to consider the WSO or Classified section.

    Yes, that would most likely cause you to get banned or reprimanded.

    While it would be a relevant PM, it would still be considered spam by most of the recipients.
