Business Ethics Question -- What to do?

Right down to the dirty...

I have a website where I want my users to submit X content.
X Content is voted on by the users
A winner is chosen.
The Content is Published.

The content that was submitted to the website is in copyright of the website.

The Published Content is shared amongst the website and the User.

This hopefully protects the User and Website if someone steals the content.

The question is...

What is the best way to explain that the content is in ownership with the website and shared with the winning user?

As of right now, I'm thinking in a scroll terms and conditions box on sign up, is but I want to do this in the most ethical manner. To not piss off users.

    You don't own the content. You claim a perpetual nonexclusive license to the content upon submission.

    This is the normal way these questions are handled.

    I'm confused: how do other users vote on the content if it is not published? Does it get sent out in an e-mail?

    It sounds like you might have a couple of dicey situations going on there...

    Published meaning - Created and Distributed.

    In this case content is just what the user is submitting, it doesn't mean words or articles. For example, user content such as a video.

    Users vote on the video.

    the video is made into a movie.
