Does Google's Algo Look at Hosting and Where You're Hosted?

If someone has a site that ranks high, and it is re-hosted in a new location (such as a different country), does Google's algorithm care?

I am curious of this..

It won't matter too much unless the new IP is bad. It might have a slight impact on local search.. but that's up for debate.

Only in theory, but honestly so far I haven't seen a whole lot of effect from switching hosts. If you're hosted on a machine with a lot of websites on the same IP, and those sites are linking to you, then you have something to worry about. Other than that I don't think it has a lot of effect.
