Google keeps kicking my butt

I have a website that I am doing for my client TZGO - Turistička zajednica grada Osijeka and It doesn't have a archive of events - I just put new event over the existing pages. Main page has a PR 5 and main categories have PR 3. Now at the end of each month the site ranks #2-5 on SERP's for the keyword "osijek" (the name of the city). But it doesn't rank there for long - about two days I get a spike in analytics and then google kicks the site into oblivion.

Can somebody explain me this and what should I do? I use regular HTML on this site done in dreamweaver. I am could be having 300+ visitors a day (the spike) instead of 60-150 a day regular.

I do all the link building and on page SEO for the site and still I think I am missing a big picture here...

Please help!

    I think it is normal to have shifts, but over time a good plan starts to bring about a stable ranking. Here are a few small suggestions of things you can try:

    1. Reduce the number of links in your footer, as this can sometimes look more like optimization than user friendliness, and may be causing you to lose a point or two in their algorithm.
    2. Add some interesting text that includes your keyword. Don't over do this, but right now, I mostly only see hyperlinks on your hompage, which means there is a lack of content on that page.
    3. Submit to some directories so you can get a few more one way links coming in.
    4. Validate your source (The W3C Markup Validation Service). This may only help a little, but always a good practice.
