Question regarding wordpress plug in creation

Alright, so what I am looking for is someone that could write a plugin that will allow me to sync my auto responder, which is with ATS, with my membership register. I want a little check box that gives them the option of signing up for my mailing list whenever they register for my blog. I would also like to put my link into the plug in back office so when I sell/give it away if they don't have an ATS account they can sign up using my link. I would like to make this link editable as well if possible so those who are already signed up may change the link for their own. I plan on doing this and giving/selling it to my team as a resource. One other thing I want is for it to be able to be used in a custom wordpress theme, meaning I want to intergrate it so they can choose the theme with this option enabled automatically, or just choose to take the single plugin. Now, my question to you guys is who on the WF would be the best canidate to build this, I am talking on effectiveness and support as well as price. Please give me your thoughts regarding who would be the best canidate!
