lower PR backlink are Good or NOT?

I have a PR3 website, and having lower PR backlink, is it helpful or harmful for my website.
Somebody told me that you got traffic from that back-link but not helpful to increase my PR.

    Links are not going to harm your web site unless you are over-optimizing the anchor text to the page.

    Spend your time finding links from relevant web sites (blogs, forums, etc) by joining in the conversations related to your web site / niche. You'll find both traffic and rankings will follow.

      related sites are most important, we have check some most competive keywords , many first page sites always have low pr sites but from related sites, even some "link resources " page .

    It is absolutely harmless to have backlinks from websites that have less than your websites' PR.
