Print Magazine to Web Subscription

A friend of mine runs a Polish magazine in Chicago that is printed weekly and distributed to local grocery stores and other retail stores. The printed version sells for $3 per copy. The magazine is also offered in New York and Toronto. I am his "IT guy" but not as web design savvy as I like to be, yet.

What would be the best solution for him to take the magazine online and offer subscription where users would be able to pay with a credit card and have an option to purchase the magazine on a "per issue" or get a monthly subscription.
