If you buy a domain that is a few years old or so, can you increase your link building efforts without being penalized?

    Depends on how frequently the prior owner was link building.

    But generally, you are better off if you are link building to an older domain.

    If links haven't been built for over two years, it's going to look pretty suspicious if all of the sudden you get 2000 inbound links in a day.

    So be careful.

    You're falling for a big 'Cargo Cult SEO' myth. It is highly unlikely that you will get 'penalized' for link building unless you're doing very massive and very obvious automated link building.

    If your better links are from authority sites, you can get huge numbers very quickly with no problem. For example, moveyourmoney.info has gotten 50K links in 90 days. There, I Fixed It got over 100K links in about 90 days and now, at less than a year old, has over 1 million inbound links.

    The age of a domain is meaningless as far as backlinking activity is concerned. Whether it's one day old or 10 years old, a sudden change in backlinking will be suspicious. That doesn't necessarily mean it's bad though. If the backlinks are of high quality and relevant, you can create as many as you want without danger. But if you're creating a lot of junk throwaway backlinks, it's risky. Everything else being equal though, an aged domain has established more trust, if it has been used correctly over time.
