I think a mass unfollow tool is exactly the sort of thing that
will get your ass banned.

I have managed a large number of social media and Twitter accounts both directly for myself and for my users. Here are some of the rules that you will need to follow in order to not get your accounts suspended:

1) Keep your following and un-following as targeted as possible. This way you grow your account in the most natural fashion possible and face the least chance of being blocked by your followers.

2) Don't follow/unfollow in large numbers. This is a sure recipe for suspension. Make sure to use tools wisely that follow/unfollow over time - not in one single swoop. Again, its quality not quantity that matters.

3) Don't just tweet links all day long. Make sure to build relationships with your followers. That means sending some personal tweets that connect with them.

4) Never create string accounts using automated tools. Account creation tools, in general, are a bad idea.

5) Don't post duplicates within the same day.

6) In general, don't do anything that will lead your followers to think that you are a spammer. If you get too many "blocks" on your account too quickly, then your account can be suspended.

7) To prevent account hijacking/stealing, make sure that any tool you use uses the Twitter OAuth service to authenticate you and not directly ask you for a username/password.

Many are led to believe that automation is the same as spam. Not true at all! Automation when used effectively can be extremely powerful and save you lots of your valuable time. Just make sure to use tools that are robust enough to prevent abuse and that strictly adhere to Twitter's TOS and you should be fine.
