Well, if you've got money to invest, you can hire an advertising agency to manage your PPC, PR, and advertising...

I've worked with a couple of them on previous projects, but they're REALLY expensive and generally don't look at small accounts.

Yes, I got full time people who do just this and others who do this part time on my team.

What you do is use marketing methods that you know will work. Make a step by step training (I find videos most effective) and have them follow it. Also when you hire a outsource person, look for someone young, motivated over someone skilled. There are 5 different ways to bookmark, you want someone who will do it your way, so someone new is best.

Some tasks that I outsource including question/answer websites (Yahoo Answer), responding on industry websites, video duplication, social bookmarking, article writing).

There are many reliable and quality places to outsource traffic generation but I think you first need to define a budget and then a method you want to outsource because as others have stated there are numerous ways to generate traffic each with its own advantages and disadvantages.
