LOCAL SEARCH VOLUME VS GLOBAL SEARCH VOLUME

Google tool says...

local search volume: not enough data exact match

global search volume: 5000 exact match

Don't quite understand how this local and global stuff works.

Global meaning outside of US?

Good idea or bad idea to target a keyword with high global search, and not enough data local search?

Here are the differences between the 2:

Global Monthly Searches (12 Month Average): The approximate 12-month average of user queries for the keyword on Google.com and the Google Search Network. This data is specific to your Keyword Match Type selection. "Global" refers to searches from all countries and languages.

Local Monthly Searches (12 Month Average): This is just for YOUR country and settings.

When you talk about a target keyword are you talking about Paid or Organic search? It depends on what type of campaign you are running.

    Going for organic.

How can a quite simple keyword phrase be so popular in every country but the US? That just doesn't make sense to me.
