A membership system. Should I make one?

Apart from IM, im also involved in PHP,HTML Coding and graphics. I usually like to create graphically appealing web applications.
Ive been planning to create a basic Membership system for a while. I want to give it away for free to the warrior members to test and give suggestions.
I am a bit skeptical on creating the membership system, as I am unaware whether people need such a thing or not.
That's why I would like to take your opinion whether to create such a system or now. And if yes, then what all features should be there.
Currently, I can think of the following:
1) Ill design a few sales-page templates (or use some plr ones)
2) There will be an 'admin panel', where the admin can 'view/edit/delete members', 'change the global configuration such as admin email, site name etc.' , 'choose the site template', 'create the terms, privacy, about, main page easily using a wysiwyg editor'.
3) Members can use a signup form to register and login form to login to their members area
This is what I can think of till now. I would require your approval though.
I shall only start creating the system, if people would actually need it. So, reply back and let me know if you need it or not. Remember, Ill be giving it free.
