Question about FREE Product

I have a video download valued at $47 that I want to give away free to War Room members, but I have to mail you out a physical product that goes with the video and makes it more understandable.

My question is: Can I put this in the War Room and charge a small fee for shipping and handling for the snail mailing for other part of the give away and still call it a "free offer"? Or does it have to be a WSO?
