How To make A Compelling Internet Marketing Proposal?

One of my clients, a Telecommunications company has asked me to prepare an online advertising proposal for them.

Currently, I serve all their indoor media needs.

I've been doing online marketing for a lot of years but most of it involves SEO. I've never really delved into PPC and other forms of paid advertising.

Since I live in a third world country in Africa, there's no point in offering SEO.

Here's what I have thought of so far:

1) Social media: Get them set up with a presence on Facebook. A Company Page where they interact with their users in some way.

2) A Blog: This will be used to publicize all of their promotions.. such as free SMS offers et al.

3) PPC: Go haywire on Google Adwords and facebook ads. (Is it possible to target a geographic audience rather than keywords for image ads?.. I want to have adsense image ads on places like youtube whenever someone from my country views a video)

This is just a rough idea of what Im thinking.. I'll be working on a proper proposal for the next week or so. I'll probably split it into traffic sources, Where to send the traffic... how to make the most of it(I.e Just brand advertising.. or email collection) and Social media management.

I'd love to get some experienced thoughts on this since I've never done this before. Specifically, how would you make the proposal.. how would you categorize everything.. how would you provide potential numbers of traffic they can expect and so on.

If someone has a sample proposal.. I'd love to have a look.

    Just to get a rough idea of the mindset of the potential market:

    No one searches on Google for local products or services.
    most people use these services/websites

    1) Gmail
    2) Yahoo Mail
    3) Facebook
    4) Youtube

    I'm looking to target these places with Adwords/FB ads..

    Is there a way to get demographic numbers/potential market size from Adwords/Facebook when you advertise there? so you know potentially how many people will see the ads?
