Using Paypal As A Buyer

WSO etc. all tend to use Paypal as a payment system. I've spent a fruitless several weeks with Paypal support, credit cards, echeques, paying for services and getting anybody with any authority to help.
Finally this afternoon, I actually got somebody with some 'knowledge' and was pretty helpful, although still more red tape.
I'm in the Far East at the moment and I've had 3 transactions declined for various amounts over the past weeks. Finally this afternoon the 'supervisor'. said, you're not using PP from you 'home' country location. That's a red flag to our system.
This has taken me numerous phone calls and emails to find this small piece of information out. I can't be the only person that travels and uses PP when abroad.
Now, this may just be a line to placate me. 24hrs will tell.
Does anybody else have issues with Paypal and using them when not at home?
