How to hire responsible self managed people?

So our company has been growing to a point where we can afford to hire a few people. The problem is me, as well as the other partners all suck at hiring and managing people. But we find ourselves spending too much time keeping things running instead of growing. Where if we had a few key responsible people, we could focus more on growing the company. So the question is, how do you get responsible self managed people?
Specifically what we need is someone to take over managing all our media buys. We have banners on a variety of networks that need to be split tested and optimized daily. The person would also need to be on top of paying all networks on time so things keep running smoothly. The position is kind of like an adwords account manager, just more elaborate.
