    PBS. Once they give you money, they'll have a reason to fill out the form and get what they paid for. With PAS, people tend to get angry because they've filled out your form and now you want money - even if you put the payment details in BIG RED LETTERS, people on the internet are so accustomed to free registration, they won't even see it.
