INTERNET MARKETING

I have a website to introduce US colleges and their majors.

I want to make a infomercial like video, which mainly focuses on interview with college officials/profs. something like this website shows: acommonphenomenon.com/acpmediatv/

So where do I find a budget/cheap crew and some other guidance on processes of film making (legal agreement, procedure, etc)?
